    Quentin Ledford This happened only once before, at the start of WWI.
    (BTW - There were not nearly so many Generals and Admirals back then.)

    I heard this a couple of days ago on John B.Wells Caravan to Midnight show.

    Rumors are that this is likely going to be a major shake-up in the ranks since 200 such officers being summoned are 'inactive'.
